The obverse side of the coin also bears the inscription "Liberty" and contains both the date of issue and the individual mint mark of origin. Technically there is no such thing as ounces anymore except maybe in the U.S.A. or for those in the U.K. who have been in solitary confinement for the last 30-odd years but to give an answer it could be that (a) the tobacco was wet and has dried out or (b) that when the U.K. went metric, ounces were replaced by grammes (metric), not grams (imperial), and the tobacco companies found that 25 grammes was as close to the old 1oz packet as they were going to get without messing around in milligrammes, also it meant that they didn't have to recalibrate their machines for wrapping. I believe that gold has its own international weight standard which depends on its purity
